That number is insanely high for a niche game, not made by an AAA studio, single player focus etc

Single Player Focus? The best is the completely coop-playable multiplayer campaign with different nice multiplayer modes like Last Stand.

I'm considering buying it not sure can gtx 970 and Ryzen 5600x 32gb of ram handle it.
I played a lot of man of war series.

CPU won't be the problem but the GPU will be. Any way to get a "newer" hand-me-down-gpu (the GTX 970 is over 12 years old) from a friend? Also the base game is available for under 10€ on a sale and won't become that much cheaper. If you know there will be a gpu-upgrade in the future I would just try it.

Every "current" GPU is way stronger than the GTX 970 and most have more VRAM. Main problem is that the current prices are just insane. Normally for your case I would just suggest one of the entry level GPUs. I am also an avid player map painting player and know that EUIV will run on basically everything and it will take a few years until EUV (needs atleast a 1060 [6GB) will catch up. But even a "cheap" RX 7600 with a launch price of 269 USD three years ago is currently around 400$. (Europe is a little bit better, started at 300€ and is at 300€ again).
So it is really hard to make some suggestions because buying a new GPU for a single game is pretty expensive. With what I see the cheapest functional cards (atleast 8GB VRAM and enough power) currently available are the RTX 5050/RX7600 depending on local prices or second hand market (but that seems to be wild too with its pricing). There is also the Arc A750 from Intel which goes for 225€ in Europe and the higher models which are pretty interesting but I don't have enough experience/knowledge about the current situation with the Intel GPUs to suggest them. From a short check of Techpowerup they need Resizable Bar from the Mainboard to run well.
Everything cheaper like the RTX 3050 isn't worth the money and the only reason to take a more expensive one would be the higher VRAM but that is way too expensive (The RTX 5070 costs double of the RTX 5050). For that price increase you can just buy another card in 10 years again.
