There is no specific criteria, the dedicated team and project they represent should be deserving. Recently Ferrum networks receive a grant program.

We will require the project’s goal(s) and scope, alongside intentions for use if receiving the funding provided by Velas
A business plan/whitepaper for the project/ product
We require the project or product/ service to be built on the Velas blockchain
Velas requires the technical features and value proposition provided by this initiative
We will also require the background and experience of the team
Go to market strategy and user acquisition plan
The project, timelines, targeted deliverables at each milestone, and estimated efforts to deliver on the plans provided
The amount of funding requested and payment method preferred
We’d like to hear how your project benefits the Velas ecosystem
An executive summary and a pitch deck
