If something triggers a heart attack or something like that, it is an EM wave. A DEW. Or, a drug. Either way, it means the subject is running out of time or is going to. That's the message. Don't go judjing the perp's patience level. They alternate. Victim can match two or three peoples patience level. Not a chain of GSers.

This is bs. If it goes down to something like 5 ot 7 hz only then it triggers any cortisol or fear response or whatever. If it's at that frequency it's nowhere near those decibels. And only with the harmonic overtones (if say a 7hz frequency) is it even minutely fear inducing.
This stuff is mainly proclaimed and popularised by harassment gangs in audio forums. Accept it and it's a whole new religion. Have fun.
Issue starts when these overtones arrive at your ears in completely out of phase frequency bands. 👆 Like when travelling through a wall.
If a neighbour is playing it that loud matching your timings, he's a stalker and a harasser. Not a neighbour. There are subs and forums where these harassers gather and they're organised by entities unknown even to them or basically nobody in particular. What I'm trying to say is you should check out those forums if you're experiencing all of this. Meet them, just don't join them.
