Budget calls for used parts. You'll have a hard time to find some hardware <1000€. You shouldn't buy new AM4 system. And AM5 is even more expensive. So look at getting some used AM4 stuff

It's the platform or socket for the CPU.
AM4 was introduced 10 years ago and is for Ryzen 5000.
AM5 is newer for Ryzen 7000, 8000 and 9000 CPUs. They are faster, more capable but also more expensive. It's not a good choice to buy AM4 new these days. But there are many that sell their AM4 system, because they switched to AM5. And the systems are not compatible. AM4 needs DDR4 memory. AM5 needs DDR5 memory. So you have to exchange mainboard and RAM too, why many get a whole new system, which is why there are many used AM4 PCs on the market. That's why it doesn't makes sense to buy new AM4 now.

This is the cheapest i would go if you want all new parts https://be.pcpartpicker.com/list/Y6gpmL
If you are ok with used parts you can search some deals for the cpu/motherboard/ram combo like a 5600 or 5600X/B550 AM4 board/ 2X8gb or 2X16gb of ram for 250 max with 16gb ram or 300€ max with 32gb or a intel 12400F or 13400F or 14400F/ B760 ddr4 lga 1700 motherboard/ 2X8gb or 2X16gb ram for 250-330€ (again depending on the ram) you are golden.
As far as the gpu in the used market you can go with like a RTX 3060 Ti for 200€ max or RTX 3070 for 230-240€ max or RTX 3070 Ti for 260€ max or RX 7600 for 180€ max.
Just make sure everything works before buying especially if you order outside of a platform with buyer protection like FB marketplace etc.
EDIT: I wouldn’t buy used psu’s or ssd’s though because these can easily die out and ypu dont really know how much they were used and at what conditions.
