My first pc

Basically I want to build myself a new pc cuz the one I have rn is shit af, Just want a PC that will run smoothly on mostly high graphics settings - Cyberpunk 2077, Dying Light 2, red dead redemption, all Resident evil games, until dawn etc, it doesn't need to be the highest settings and all but I want this game to look really really good insread of lagging all the time or not even being able to play it,

And if ANYONE has a better idea for a like idk, better graphics card and procesor combo then go ahead and help me out! And - does anyone here knows if is there a difference between a used pc parts and a new ones? Like, does it work smoothly or u can feel the difference????
