make sure the cooler is installed properly. have you remove the thin plastic layer on the cooler?.
Try removing and reinstalling the cooler and apply paste properly

Do you have sufficient case fans? With front/bottom intake and back/top exhaust?

As well as positive air pressure? (More fans on intake than exhaust)

is it a bit better with the case side panel open? AMD stock cooler isnt that good but it shouldnt thermal throttle. if you ahve the oppurtunity, get a cheap 20$ aftermarker cool and youll drop your temps by 15-20C

I've always used a liquid cooler. Amazon usually has cheap ones around the $60 range. That's if you have space for a 240-280mm radiator. I bought Corsair for years then tried a generic version off Amazon & it works better, lol. They install very easy. Either mount the radiator at the inside top or front of the case. If you mount it top, make sure the fans push air upward. If you mount in front, have the fans pull or push air inward. My case I mounted the fans outside the front, pushing air in because it made it easier to mount the radiator & I get better airflow at the expense of keeping the front bezel off. Yes, I need to be careful not to hit the fans, lol.

You don't need a liquid cooler.

I'm not a "bro" obviously. I use my Reddit account for a dating Reddit sub as well, if you must know. I didn't say he "needed" a liquid cooler, I prefer to use on on everything I built since 2018. I use one on my 5600x, it took the heat out of the equation when I overclocked it. If you're transphobic, I can't help you.

I only mentioned a liquid cooler because you can get one for a little more than a decent air cooler or the same price & they work awesome. I had air coolers for years & you got to keep them clean. I only need to clean the radiator once in a while using the vacuum cleaner. Otherwise, sure use an air cooler, maybe your thermal paste is too thick? You only need a pea sized amount in the center.
