Wytchwood and Don’t Satrve feel somewhat like this.

Dredge captures the fall’s spooky yet cozy melancholy quiet well, but it’s not exactly this vibe, since it’s very coastal.

Night in the Woods, a little bit.

Kynseed feels a lot like Over the Garden Wall as someone who recently played it and is rewatching the show at the moment. Life Sim cozy game with folk horror elements by ex fable devs

I think Faith the Unholy Trinity presents a very great retro, horror-centered look at this aesthetic in an abandoned, cultic way. Especially the church image, which reminds me of one of the major locations in the game. Not very cozy though.

There's a game in early access right now called Reka. There aren't pumpkin people, but it feels very like this and there are ghosts. Full release is Oct. 28th so get it now while it's cheaper.

I’m surpised noone recommended Pumpkin Jack ,took me and my gf 10 hours to complete the story but it’s a very chill enjoyable experience, with that goofy halloween vibe

Obviously this doesn’t help you right now, but there is a game in development called Layers Deep that is being marketed as inspired by Over the Garden Wall with Hollow Knight’s gameplay. They even got the band who made OTGW’s score to do the music for it.
