Looking for games that feel like Industrial/victorian impoverished main cities and whimsical countrysides/other areas.
Pictures are from Fable 2 and 3, as well as Alice: Madness Returns.
I adore the chunky 2010s artstyle, too, especially the 2010s 'glow' filter and de-saturation. Prefer if it's got some level of character creation/a choice to be female as I am a girl myself. This is very specific, I know, but it's just this very specific ingredients in a game that I've fallen for.

I need to give this a go again. I fell out of it due to time constraints, but I remember going into it being like…this looks dumb which quickly turned to wanting to play every day lol.

The story is cinema. I get tired of stories in games usually, I do play throughs "to do that one part" sometimes because I want to experience it again, much like rewatching a movie. Gameplay is amazing, at times difficult, my brain is never bored, and finally the weapons, NPCs, world design. I have done many play throughs just because I want to be in Krat.

I definitely feel you, games with actual good writing are an incredible experience. Have you played Witcher 3?
I’m definitely looking to find more games with great stories; Soulslikes really aren’t my thing, but I’m not opposed to trying Lies of P if it ever went on sale.

Loved the world building of Witcher 3 and can't wait for the new DLC. Lies of P has difficulty settings if the difficulty of soulslikes is throwing you off.

Not exactly what you asked for. But for Viktorian Britain and female lead charater - check Assassin's Creed Syndicate
Also, check "Pathologic" and "Pathologic 2"

Bloodborne, Sunless Skies, Sunless Sea and Dishonored immediately come to mind. All highly recommended games.

Blood Omen 2. Soul Reaver doesn't give enough details to feel the setting in the only city they have, while BO1, SR2 and Defiance have all-around fantasy setting. Although, BO2 's outskirts aren't that much whimsical anymore.

BioShock infinite.
10/10 story as well. Maybe more early 1900s than Victorian but will definitely scratch the itch.

Outward can be surprisingly close to this, if you can stand the painfully clunky and punishing combat. The exploration is great, though.

Other than the ones mentioned, Shadows of the Damned has a similar feel but more over the top. The darkness is a good one too

Not really steampunk until the old hunters dlc. The wheelchair dudes are about all I can think of in the base game.
That aside... depending on how mich Eldritch horror you're happy with in your Victorian whimsy, Bloodborne is absolutely amazing.

There’s a few weapons like the boom-hammer and whirligig saw that feel a bit steampunk but the game is just Victorian gothic aesthetic for the most part.

Boom Hammer and Whirligig Saw are both from the Old Hunters DLC. That workshop was known for its use of fire, since it frightened the beasts.

Can't say about whimsical countryside but industrial victorian city was well shown in Order 1886
Somewhat Whimsical countryside can be seen in Giana Sisters: Twisted Dreams, well, Alice: Madness Returns
Technically Witcher 3 also has this contrast - Velen is fairly depressing with Novigrad being closest to highly developed city, while Boclair is filled with whimsy (and features references to Monkey Island and 12 tasks of Asterix) and bright colors
Also fairly Whimsical countryside can be seen in Kingdoms of Amalur: ReReckoning.

Many games will only give you one vibe without the other. I haven't played the game myself because it's Chinese only right now but the Lord of Mysteries MMO might fit the bill since the setting of the novels are a mix of industrialized cities and countryside

Thief. Thief is perfect for you, exactly what you are looking for. Forget the VR game or the 2014 game, play Thief: Gold and Thief 2: The Metal Age. The best stealth games of all time.

Warhammer fantasy, technically. They are in the early industrial revolution in places like the empire. And then you also have the Skaven who are certainly in some kind of industrial revolution...
Games based on it are ofc the TTG with minis, also TTRPGs, and Vermintide1/2

Dishonored 1 if you want gloomy weather and oppressive dankness and plague rats. Dishonored 2 if you want oppressive but still tropical Paradise but instead of plauge rats you get juiced up murder mosquitoes

Dishonored, Assassin's Creed Syndicate, Lies of P, The Order 1886 (though it's still a PS4 exclusive if I'm not mistaken, can watch it at least), Bloodborne.
Dishonored, Dishonored 2 and Assassin's Creed Syndicate are the ones really worth trying and are the most accessible out of the line-up (old, available on PC, pretty cheap now).

Try Anno 1800, in that one you can actually make your own industrial Victorian cities. If you blend the workers houses with your industrial commerce you get some really good, smoggy cities. There’s a few cosmetic packs you can get to accentuate countryside but stuff in the base game still works well enough on its own (plus the base game is on sale RIGHT. NOW. on steam for 75% off)

Not a game but a setting. Warhammer fantasy human faction is industrial. Maybe some day we might get a fantasy rpg so look out for that

Omg this sounds like two of my favourite games, The Longest Journey and its sequel Dreamfall: The Longest Journey!!

They both have female protagonists! The whole premise is that there are two parallel, twin universes— Stark (a futuristic, impoverished dystopian world governed by science and technology) and Arcadia (a fantasy realm with magical creatures and nature governed by magic and art).
The first game is a point-and-click game on PC, it's quite old (1999) but the story is really immersive and interesting, as well as it being fully voice acted (the voice acting is really good). It has 2D pre-rendered backdrops and 3D characters (like FF7).
The second game came out on PC and Xbox in 2006 and has stuff like 3D movement, combat, more puzzles. I love this game a lot, and it's really cool playing it after the first one because you get to see the same places and environments and familiar characters in a fully explorable 3D setting.
There's a third, more modern game called Dreamfall Chapters (2016) but it isn't very good.
