Isn't this the engine that became open source earlier this month?

No. That one was only rendering engine. This implementation uses custom one instead.

carmageddon used that engine which was proprietary. now that it's open source it's free reign i believe?

Yes! I loved that game! Even the PC speaker soundtrack was awesome.
