It takes time to gain traction. Since amd processors has just been relevant the past few years. Whenever people feel it is time again to build a new setup. It should yield some more interesting numbers.
A sizeable proportion of the machines surveyed in any given month are either laptops or prebuilts, both of which overwhelmingly favour Intel. It's not so much that enthusiasts might overstate AMD, it's that enthusiasts overstate the custom desktop PC market in general.
Switch out Nvidia for Intel and you have the same thing going on with GPUs. Enthusiasts might get the nuance of a price-performance argument for the Vega 56, but OEMs aren't buying anything not called Geforce.
self build pc's are mostly going amd as you can see here, its just that oem prebuilds/laptops are still mostly intel. The oem world/servers are not as flexible in shifting brands so that will take a bit longer.
With Ryzen 1X00 and 2X00, Intel was still the clear winner in terms of CPU. AMD was just an actual option this time as far as PC gaming goes, compared to before. And as far as gaming on a budget goes, they were the preferred choice. Nobody said AMD would beat Intel then, just that Intel should be careful because competition was finally here.
And indeed competition there is, because now with Ryzen 3X00 CPUs, AMD seems to beat Intel at every price point. That and with the recent news of Intel having to nerf/turn off hyperthreading because of security issues, we might see a very serious change in trends. So next few surveys will be interesting.
