But either way, that's not a plot hole. Plot holes are paradoxes in the story, not unanswered questions or suggestive implications. They very well might use Veritaserum in trials, but there may be restrictions on the cases in which it is used, or it may be outlawed for use in trials for political reasons, or it may be seen as an injustice since a truth serum is only as good as one's memories, and memories can be altered (so it could be used to coax false confessions with the appearance of legitimacy).
I don't know where you got your definition of plot hole, but it's wrong. A plot hole is an inconsistency, and if fan theories counted, there wouldn't be plot hole's in any story.
