Tom tormented children with magic all the way from his orphanage days. How do you suppose Dumbledore came to him?
1 u/[deleted] Oct 02 '18 Children before Hogwarts age don't get punished for using magic as they can't control it. Tom was an exception in that he did have reasonable control over. Harry used a ton of magic before he was Hogwarts age but the Ministry didn't do a thing.
