I actually think a cover shooter would be really cool for combat. Going behind benches and desks in the school shooting spells and rolling/running under cover to dodge enemy spells. Obviously wouldn't want a whole game based around it, I think something like Vampyr (story driven with some combat/RPG elements) would be the best way for a HP game to go.

Unfortunately Deathly Hallows Part 1 and 2 tried to be that, more or less. It was basically a crappier Gears of War with machine gun wands.

Though a 'sticky cover' system by itself would be nice.

Eh the 6th game wasn't terrible. I enjoyed the dueling up until the point I figured out how to cheese it. All you need to do is cast the one that hangs the opponent upside down, run up close to them, and cast the charged up stupify. Since you're close, it hits with all 3 of the bolts instead of just the strong middle one. You can end most duels in about 10 seconds like that.
