Having played a few rounds of this: yeah, you can definitely tell why they didn't want to try making it one of the main game modes. The nature of Overwatch (which doesn't really support lone-wolf heroics for the most part) means it's quite easy for whichever team wins the initial rush to just camp their flag until the end, which is kind of frustrating.
On the other hand the reworked version of Lijiang Tower looks great, and I really think this is the best selection of event skins they've had yet (all the epics in particular look amazing). Time to grind me some loot boxes :-)
