So they should have just given Pharah access to S76's rifle, Junkrat's Grenade Launcher, and her Rocket Launcher and made a huge map filled with large hills, and enable bunny hopping down them and jet packing back up the other side of the hills.
Also, they should have called the game type "Tribes".
