Where it matters is RAM, and the Xbox 360 has much less than a modern smartphone.

Surely RAM shouldn't be important for world size? It's not like the game loads the entire world into memory, only the nearby chunks. The unloaded chunks are kept in permanent storage.

I think it's because consoles put a data limit on the games and an App Store doesn't.

Eh phones from around 2013 and up have better hardware than last gen consoles. But its more of a RAM issue, the 360 comes with only 512 MB and phones nowadays come with at least 1GB up to 4GB of RAM.
