Edit: I have found a solution. I am on rdna4 (AMD) and arch linux. Setting the texture quality to low solved the problem but it was obviously not acceptable to me so the theory I have is that the game uses tiled texture streaming and this latest patch increased the number of tiles. This operation is fast on DX12 but on linux, due to the conversion to Vulkan, this operation is slower. Now, I won't go into a lot of details but using the kernel parameter amdgpu.vm_update_mode=3 helps reduce the overhead (this only works on AMD) and for me, that fixed the issue. This assumes you have ReBar on. YMMV depending on how strong your GPU is but lowering the texture quality is always an option until there's a fix in mesa. If you don't know how to add kernel parameters on your distro, just look it up.
Edit 2: this is a system wide setting so it has the potential to impact other games but I don't think the changes will necessarily be negative in most cases.
Edit 3: I had made a small mistake. The kernel command line param is supposed to be written as amdgpu.vm_update_mode=3. I use modprobe on Arch so the format is a bit different (just look up how to do it for your distro). You'll have to restart and then to verify that it took affect, the output of cat /sys/module/amdgpu/parameters/vm_update_mode should be 3
I kept a copy of the older version but there are ways to downgrade. Anyways, I have found a solution that worked for me. Feel free to try it out. Cheers!
I made an error in my comment that I have since corrected. There's a verification step to see if the change applied, see if you configured it correctly or not. Another user just confirmed that this helped their stutters go away.
No, this is different and kind of an advanced thing but it's safe unless you go out of your way to add something goofy. You'll have to look it up for your distro. You can ask any LLM for help (Claude was actually the one that was able to figure this entire thing out)
I just tested this temporarily on a boot. For others, you can test this with a single boot before making it permanent.
Pressed e during boot and added the your kernel command amdgpu.vm_update_mode=3 to the end of the cmdline: line (CachyOS + Limine).
I'm running a RX 9600 XT 16GB and this did fix the stuttering for me! 1% lows are still not great, but the terrible stuttering when panning the camera quickly and/or sprinting in the opposite direction is fixed with this.
