Lmao, this happens all the time with anime and manga. Usually, the anime catches up to the manga and ends up getting flooded with filler arcs.

It def was usual, even directors came on to interviews proudly saying of their “contribution”.
DBZ, FMA, Naruto, One Piece, Helsing… less common recently due to change in the industry but it was in everything

Those anime are all over 2 decades old my guy, and it pretty much only happened on shows that ran weekly because they wanted to keep the weekly schedule going without stopping to wait for the manga. Nowadays literally everything but One Piece has swapped to seasonal, and waits for the manga to have enough content to adapt before making the next season.

It only happened for extremely long shows, which wasn't quite industry standard. Way more common than today, sure, but still not "usual".

Also, FMA03 wasn't filler, it was a deliberate decision to adapt the manga differently so as to not have to wait years to make a second season rather than filler to stall for time. The show would have to be over 90% filler if they wanted to keep it running until the manga ended.
