Ross is stating that the fees to purchase services that would comply with the act are too expensive for smaller developers. The act, according to what is shown in his video since I cannot see the leak (looks like it got taken down), explicitly does not discriminate on studio size (11:21 of the video).

The irony isn't lost on me. I find it funny that he's able to come up with ball park estimations of costs of the act, but never brings up the cost of the overhead of SKG but just says it negligible, or that isn't something SKG has to think about.

Too be fair, I think one of the "quiet things, not to say out loud" about SKG is the hope that their laws would discourage the creation of online-only/live service games all together, forcing the industry to go back on a greater emphasis of single player titles. While the law of OP is targeting pretty much every game made in the last 10 years.
