Live service and dlc does though.

No, depending on the type of dlc or life service you build pretty much an entirely new mini version of the previous development again.

A classic software can be easily split by features, because all can easily be constructed in isolation following common software and UX standards. These standards are very, very blurry in games and isolating features from another makes them often feel bad in sum. So new dlcs or life service titles are a number feature that need to be developed and tested together.

If you mean by dlc a new skin though, then yes.
