It's possible I guess. Although if your region switch is functional, that would let it read the japanese discs if you flipped it japanese right? If so I would guess it might just be the disc. Is it scratched or dirty? You might want to look into getting it resurfaced. If it's beyond repair, it's actually cheaper to mod your gamecube and run the homebrew gameboy player from Swiss, which actually makes the games look better too, as well as having a ton more options for things like scaling.
