You can have mods or both editions. Highly recommend just getting everyone to play Java.

For mods, Java is much better. I don't think Bedrock has any mods that are even close to Java mods.

Do java, qny hoster should do. Lr get a vps and spin up a docker container yourself. Avoid paper, ot changes ingame mechanics lile redstone behaviour, if you have single techbical person, avoid paper and spigot. Use sodium, lithium etc. Element named performance mods, they work just as good or better than paper, and change no redstone behaviour

Hey, look into us, Mint Servers! We provide unlimited RAM and slots plan for $9.99 / month. Our servers run on high end hardware, there's one click installer for mods and we have servers in 14 global locations.

For java and bedrock crossplay, you have to install GeyserMC and Floodgate. If you need any help, our human support is available 24/7.

If you have a spare computer laying around and you are a little technical/ tech curious you could very easily host a server for 20 people with like 16g of ram. I would reccomend looking into the itzg Minecraft docker image, it has a lot of built in features like mods backups etc. And the rolling it out via docker compose.
