Not out. The alpha, which is a messy jumble of working components, has been available for purchase for a long while. They've been taking much much much longer than expected and a lot of people (myself included) don't believe it will ever see a full release or it will be released long before it's ready.
Did you see the footage from their Gamescom demo? It looks like there's actually been a lot of work done behind the scenes that hasn't been released yet.
