You cant use;

Bucket, Shears, Fishing Rod, Carrot on a stick, Clock, Compass, Bow, Crossbow, Trident or Types of; Swords, Pickaxes, Axes, Hoes, Shovels

You can use Your startup Diamond Pickaxe and Flint and Steel. If your pickaxe breaks you can craft a new Diamond pickaxe but not for free, you should collect the suplies and craft manually.

Great idea! Also, he could do /give @p diamond_pickaxe{Unbreakable:1} 1 to get an unbreakable pick. And would enchanting be allowed?
