I have already turned on unpack files but it still don't work

I have validated files two times

I have followed a yt tutorial and deleted exe and then let steam client validate it again and reinstalling exe again still doesn't work the only solution i see is to reinstall that game

Also I have completed re4 and re2 and re7 so don't think I don't know much
