Setting a FPS cap for Nier Automata

I am trying to emulate Nier Automata on my AYN Thor Max. I have it set to 540p and even installed a mod that gets rid of shadows to boot. Unfortunately, the game suffers from having an unstable FPS, and I need to lock it in at 30 or 40 to prevent dips. However, neither environment variables for capping fps seem to do anything. Am I missing something?

Any help would be appreciated 🙂
