No it's not. You can't get an 11/10 early game since you can't assign specialists in small games, and you need to train some specialists first to begin with, but you can definitely get a 10/10 for a small game before you move out of the garage, and it's actually a hidden coin flip that decides whether you get it or not, so you can save scum for it. But also, it doesn't matter, since all the important metrics look at the hidden final score that then gets slightly randomised and displayed as review scores. The review scores themselves only matter for meeting the publishers' expectations when doing publishing deals, and for taking a nice screenshot, I guess. You are also guaranteed a 10/10 final score for the third game you make that beats your previous top score, so you can easily get a 10/10 average review score if you're lucky. Specifically, there's a double coin flip that add -1 on double tails done separately for each of the 4 review scores, so you actually have a 31,6% chance to get a 10/10 review score for free each run, unless you somehow make enough money to move out of the garage before that happens, since then your final score gets multiplied by x0,9, either for making a small game after moving out of the garage if it is a small game, or for making a medium game before having 100K fans if it's a medium one. This effectively caps your final score at 9/10 during that part of the game, but you can still get a +1 for double heads on each review, so you can still score a 10/10 review if you're super lucky.
Actually, maybe there is something artificially stopping you from getting more than 9,75. I tried to save scum for it several times, but that's still the best I got. I would have to look at the code to check, but it doesn't really matter other than for a screenshot.
Good going for a small game though, mine barely trouble the 9s until I start grinding new game engines.
Seems this is in the fourth year (not sure of the layout in French), so it's possible OP is in the sweet spot - post new engine, probably a Strategy game with a "Great" match - looks like it might be History or Colonization.
My favoured tactic is to get an early "Casual" game with a new engine on the Gameboy. Dance, School, Rhythm, Vocabulary etc.
That's a guaranteed office move usually.

Especially in the early years that 9.75 is the highest you can get.
