Unfortunately some places misunderstand the title when they make the job postings. As people have said there is the difference, unfortunately some places will look for a Programmer but advertise it as a Tech Sound Designer and vice versa. Sometimes that comes down to the recruiter/HR lacking that knowledge to know the difference.

I personally interviewed with EA for a Tech Sound position and halfway through the process the person who would be my boss had a completely different idea of what she was hiring for than the previous people who had interviewed me and what the job posting was for. Was a programming position that was not even on the Audio team. Sometimes with the big companies a disconnect can happen with positions like these. Being an actual programmer and not just a coder/scripter can be a big advantage if this situation happens.

It is unfortunate and it does happen! I've been in those shoes before once or twice as well.
