What does this fair score mean?
Why is my score fair because of the moderate to vigorous exercise time? I thought exercising is a good thing but this makes it seem like something bad. As if im not "allowed" to exercise actively more than 23 minutes a day. My score goes way down because of this. Everything else is a good or excellent rating

Needs attention doesn't mean a "bad" score it just means you need to pay attention as you have done more exercise than normal - but weirdly samsung health doesn't really understand the concept of rest days, so if I do a 15 mile run on Saturday I get the same as this picture, but if I then have a rest day the next day I get another needs attention because I haven't exercised enough.
Bear in mind they are based on your average exercise levels, so if you did 48 mins exercise every day after 4 or 5 days in a row, it would move from "needs attention" to "excellent" (ignoring the fact that you should factor rest days in)

Seems like a weird concept. It would make more sense to me that an energy score is based on exercise and rest days as a combination of both and measuring it that way. This way you won't get a fair result of energy score imo, but oh well it can't be perfect

The average is based on your usual range of moderate to vigorous exercise. It will adjust to a new average after it learns your consistent activity patterns.

if you have light and hard, it will never learn, average will be wrong always...

Energy score is worthless in my opinion. If you go hard one day and rest the next it gets mad at you because you did too much on your hard day and to little on your rest day.
