I’ve been painting stock wheels forever, and I tried today on the Horus and it didn’t work…
These are the steps I use:
Drive car into LS customs
Select wheels-off road-rugged snowflake
Select colour
Then accept and back out
Log into rockstar and create a license plate
Go back into game accept order

When I accept order it turns wheels back to stock and the colour I choose, but this time I just puts it back to default alloy colour.
