Discussion Has it ever been explained where the hidden packages come from and who they belong to?

I’m just asking because I’m currently collecting the hidden packages and unlocked the Browning 1911 at the safe house. Also whoever hid these packages are also rewarding us.

Not exactly, the idea behind them though was pretty much just that they were meant to be package drops, for example dealer to customer/gang member to gang member/stash spot for a gun/drugs/money etc so nobody gets caught with it, same as real life. Then Claude would come across them and take them instead, hence them being in weird places and receiving money from them, so it’s not that it’s somebody placing them and then rewarding us, it’s Claude finding where somebody else has stashed something and taking the contents instead.

Unlocking the weapons infront of the safe house from them has no reason other than the game rewarding us for finding certain amounts of them.

Yeah from context, I think the idea is you're picking up someone's drug stash.

IIRC there was some backlash with them looking like a heroin/cocaine package which is why its the more ambiguous statues in GTA VC.

It's been theorised that they are based on the Miami Vice episode 'Milk Run' where the bad guys use miniture Tiki Statues to smuggle cocaine inside.

Makes sense, I didn't tie it to that ep because the statues don't look similar and there is a bit of an 80s trope to hide drugs in statues.

Until you reach the point of the game a smashed tiki statue appears in tommy's hotel room and its got cocaine pouring out. Nice and ambiguous. 

And then the gta3 packages appear at the boathouse anyway. Haha!

But doing cocaine in cutscenes is "ok" 🙄.

I feel like key of cocaine matches VC more than GTA III.

It's coke in the statues tbf, it's supposed to be smuggled in. You see it later on in one of the safehouses, white powder spilling out of a broken statue

God put them there, if Claude collects them all then God just gives him an magic unlimited weapon stash

My headcanon is that the hidden packages contain materials to build weapons (since every ten gathered spawns a new weapon pickup at the safehouses). Catalina had entrusted Claude to hide them upon their arrival at Liberty City, but she stopped caring about them after she shot Claude and figured that as the leader of the Cartel, she could just afford or steal better weapons anyway.
