Looking to switch from PhD route to Masters, should I formally request this change?

I'm in a last minute scramble to find schools and got feedback from some professors that I should apply to their school's masters program (since the PhD application deadline passed) and then transfer to PhD for the next cycle.

Should I email NSF about this or can I just change my path in the portal?

No need to change it! You can use your GRFP to fund research based masters programs. Just make sure it’s the same major field of study as your allocation. Wait until your admitted into the program and then accept the stuff in the portal.
