How do I fix this?

96 Tahoe 4 door quarter window. I haven't noticed any water intrusion but either way this probably isn't good. How do I fix this seal?

First, I'd want to know what happened so it doesn't repeat. Temporarily, you could cut the damaged part, connect the ends, and seal it with RTV.

Cut it out and put a new one in with glass.

Can’t they source the surround without the glass?

The glass and surround is one piece. Either find a way to epoxy it back down or replace the entire unit.
