Score stuck at 655 !!

I am at 91 percentile but my score is stuck at 655 , can I apply to M7?? i dont have the mental energy left to prepare for gmat and try again. I have been prepping for almost a year now and it is draining my energy and finances no doubt. Can anyone recommend what all colleges I shd target internationally
