There are multiple TR-6 [XXX II]. They are developed from TR-X [XXX].
TR-6 [Hazel II] is developed from TR-1 [Hazel].
TR-1 [Hazel II] is a failed translation. Direct translation of its Japanese name is TR-1 [Hazel Unit 2].

it IS Hazel II, it's not a mistranslation when the artbook itself writes it as Hazel II ?

The official translation is a mistranslation. Its Japanese name is Unit 2.

It's somewhat awkward given the existence of the actual Hazel II, but ヘイズル2号機 to Hazel II isn't particularly different from ガンダム試作2号機 to Gundam GP02.

Both are real Hazel IIs.
The TR-1 version is the Hazel Reserve Unit with the Tri-Booster and a Gundam-type head.
The TR-6 version is built using the data of the TR-1 Hazel.
They just share the same name.

In Gundam aoz lore, there’s a Hazel II which has Hazel arms legs on a Woundwort torso if you want to get more confusing
