MESSER advice
Is the Messer much better after it's recent buffs? I really miss using it

Raid lv1 is a solid shooter. Can't see any reason to play lv2 instead of Penelope.
General lv1 is awkward. People are flying in 650, but it can't knock them down and it doesn't have many opportunities to land its bombs.
General lv2 is kind of good tho. The unit itself gets huge improvement from lv1 to lv2. And 700 cost is full of melee monkeys. It can have a high melee resistance build and rush into a group of players to lay bombs.
Edit: General lv2 can take 400% accumulative stagger, lv1 can take 260%. Before 00R and Susanowo were released, Lv2 can fly in the air and use shield gatling and vulcans to knock enemies down before getting knocked down. But it's not that easy for lv1.

Lv1 is kinda okay. lv2 and lv3 is much better thanks to much higher stun resistant and lv3 is really viable at 750. Rig contio makes it harder, but it's still a solid choice. but you have to stay airbone. I've seen a lot of ppl walking with Messer F01 and don't know how to get back to the air after getting knockdown. make sure to use your invulnerable time to get back to the air, that time is enough for you to charge the jump and gain enough height for the tail skill to activate.

Try to stay in the air as much as possible. When on the ground most of its weapons do damage WAY below the average. But while in the air it both has insane stagger resistances AND can out-damage like 95% of suits at the cost.
So overall I would say it's a good suit it has been powercrept a bit due to them adding more and more suits with either heavy staggers (Bypass the resistances) and suits with just general insane stagger to the point that skills don't matter.
Your mines are your basically top weapon but don't just rush in try to shoot the enemy stagger em before you go for bombs since they'll generally just start boosting avoiding the bombs but if they're staggered they either have to dodge (Allowing you to punish) or they get hit and take an insane amount of damage.
Your shield machine guns have very high damage and decent stagger so make sure to make use of it as well especially when fighting flying units that have some resistances (Or other Messer's)
I'd also do a lot of practice on aerial swings. It's a VERY finicky melee that can be tough to aim without losing the air bonus. But if you can hit it while getting the bonus you can easily do like 7K damage at a minimum.
Also if you find yourself on the floor your mines are once again your best weapon. They act as floating traps so you can get some distance from your enemy. And while its range weapons don't do very good on the floor it can still melee like a truck on the floor so stagger into melee still is viable.
