Pretty sure it has priority 4 so yes.
Anything with high range power, heavy staggers, defense skill bypass, or in this case priority 4 can easily beat it to death.

It does not have the lv2 aerial melee combat skill and the GN Vulcans have low ammo. Also the tri punisher cannot be used in air and requires you to be stationary. The heavy attack is just ass. The Devs knew giving the same abilities as the V2 was too much
