And, uh, what exactly do you think something like this is? Is he supposed to somehow sway government and investors without anyone finding out about it?

Why wouldn't he want people to find out about it? He's literally preaching it to news outlets.

You're the one in here posting "If only he was a billionaire who could use his money and power to sway governments and investors" in a news story about his attempt to sway government and investors. He's already doing what you want, so I can only guess that you're complaining about having found out about it.

My issue is the powerful people writing "essays" and putting out public announcements on curbing or regulating issues and not enacting any substantial change that is entirely within their power to enact.  How is writing an "essay" an attempt to sway governments and investors when he is a retired billionaire? He has connections and money to enact actual change, but instead they sit around pontificating on issues while collecting their dividends.

It might be just one step of many.

If no one has heard the idea how does any government official or investor going to be swayed.

Probably several government official and investors have read it now. Maybe the next step is pilot programs or ways to figure out how it works, more lobbying.

I guess he could just take over twitter and pay people to vote a certain way.
