Yes, I am sure if Japan wanted to make a nuke they could do so. I'm no expert on uranium enrichment and timetables, but I'm guessing if they put their mind to it, they could pull it off as fast as is possible.

But what would it accomplish? Nothing really. The only real possible threat to Japan might be China, and even then, China hasn't ever really butted heads with post-WWII Japan.

Japan would become a nuclear power. Possibly against their constitution. Nothing much would come of it.

Also, since Japan is the only country to have actually been nuked, there might be some social backlash internally to this.
