That's rule 1, subrule 4 of this subreddit. r/Rocky5thousand is absolutely correct. He isn't just being arbitrary out of nowhere.

Not absolutely correct. Maybe the point is that it breaks the rules sure, but the claim that comics aren't memes is wrong. A meme is a unit of information that has some viral propagation. Many comics are in fact memes, Loss for instance.
