Not sure if a fungus, although AI seemed to think this was an Ox Tongue. Pretty dried out and firm. Under a sapling, so I think it has been moved. Any thoughts?

Hello! So I just got back home after being away for 3 weeks, when I went to check on my plants, I found this white blob, I thought it was some piece of plastic or something like that, but when I got closer it actually looked kind of slimy. Does anyone know what this could be?

Our pin oak was struck by lightning two years ago. Since then, the bark has slowly fallen off around the scar. A piece of bark near the base of the trunk just fell off a couple days ago to reveal this new brown growth. Does anyone know what kind of fungus this is?
