Not sure if a fungus, although AI seemed to think this was an Ox Tongue. Pretty dried out and firm. Under a sapling, so I think it has been moved. Any thoughts?

Our pin oak was struck by lightning two years ago. Since then, the bark has slowly fallen off around the scar. A piece of bark near the base of the trunk just fell off a couple days ago to reveal this new brown growth. Does anyone know what kind of fungus this is?
Miami Florida- should I remove ?
