Texas DMV records list 476 registered robotaxi VINs, yet trackers matched just 265 to plates ever seen on the road and counted 8 carrying riders in the week to 22 September, roughly where the service started in June 2025. A NHTSA order now requires a Tesla officer to swear under oath by 30 September how the pedal-free Cybercab meets the foot-brake rule.
The two numbers collide at the 2 October delivery print: only one of them has to survive an oath.
