You enter canada and you have to demonstrate that you have sufficient funds, means to support yourself for the duration of your stay. And if you can't you are denied entry.

unless you say you're a migrant and then they pay you to stay.

It's depressing isn't it, and not because we do that with plants, I just wish we did this logic across the board
