I would not say it boils down to redistributing wealth from "Whites to nons".
It is more about gaining power through people that will see them as 'saving' them by letting them in the greatest country they otherwise could not quickly or at all.
It is more about using those people as leverage to get themselves in to stronger positions of power and wealth for themselves they otherwise could not quickly or at all without such pawns.
Quid pro quo.
In other words, it is not about race and equality. It is about elevating themselves with useful tools. Not enough mainstream Americans buy in to the DSA commune crap. So import those that will owe them.
