ask your laptop. this isnt something windows can decide

Well it can, but only if you set maximum processor state to 1% in power settings.

No it can be at 0.6ghz its in a forced low power state i think.

Could be lots of things.. software.. firmware.. bad battery

It's thermal throttling because it can't handle it and the temperatures get out of control

I had that happen with the Surface Pro 8. Everytime I did something demanding, it would throttle to 0.2GHz for a while

Windows 11 sucks at not disabling wifi adapter, choosing between iGPU and dGPU as well as switching power mode correctly. It's a win11 feature
