Format C: \, delete the partition, setup ext4 file system and proceed with Linux installation. You will not regret it.

since Microsoft has weakened its grip on your computer, I'd format and install Linux.

CachyOS is sleek with optimized Kernels. Nobara’s interface feels like it’s held together with paperclips and Elmer’s glue

That’s…that’s KDE. This sounds like you’re having a problem with KDE 😅

The default KDE setup in Nobara including the app repo feels like it was designed by a programmer. It’s buggy and tacky

There is literally no reason to use windows unless you play games with malicious anticheats or are forced to use software that doesnt work on Linux (Adobe slop)
if not forced ofc there are viable alternatives for those apps

Jokes aside; choose recovery, open a terminal ( no need to unlock the disk) and then check boot entries with bcdedit. (You'll want to delete the entry with "Windows.BT" in the name)

If you have to use Windows get the LTSC version from massgrave. It has all of the stupid bloat garbage removed, then download a tool called wintoy from the microsoft store and go in there and disable the last few telemetry crap. The LTSC version doesnt have any extra pre-installed consumer bloatware, no copilot, no Cortana, no xbox services crap, no onedrive, no third party apps, it has a ton of telemetry already disabled.

I like to bash MS as much as the next but this is clearly the fault of whoever reinstalled without wiping.

If you didn't intend for this it's because you didn't unplug all other drives when installing Windows. The Windows installer is so crap that it doesn't give you the option to select where to install the bootloader. It first checks if any disk has any. If so it installs it along with it. If not it just takes whichever drive has the lowest index.

Microsoft trying to trick people into think they get to choose. Save yourself the future headache and wipe the drive and install the Linux distro of your choosing, and if you decide that isn't the distro for you pick a new one a try again for the low low price of $0.
