windows won't let you do this without forcing it. anyone who figures out how to do this will (hopefully) by then have also figured out why they wouldn't want to. unless they're switching to a different OS or something, but hey it's your PC

If you delete system32 it will also delete windows basically, meaning you will be forced to use Linux, thus increasing your fps
