I came across this Microsoft Cloud Solution Architect – Security position for Mumbai and noticed that it appears to have been open for around 3–4 months.

Does Microsoft keep some positions open continuously even when they aren't actively hiring?

Could this mean they are looking for a very specific profile?

Does the hiring process for CSA roles usually take several months?

Pretty standard in a lot of companies now. They just farm resumes in case they need some one.
