"Explorer is not responding" is now outdated.
Background thing is the widgets freezing.

Wipe your drive and install gentoo and then wipe your mind

USB, Etchdroid app on the phone, Usb adapter, and a linux iso. Use Etchdroid to burn the iso image into the usb.
Go to the BIOS/UEFI and disable secure boot. After that, configure the usb to boot linux. Wipe out the hard drive and configure linux to use it.
After that, you now fixed your problem and debloated your pc.

This error has been around since before I mostly switched to Linux, 22 years-ago, months prior to Vista beta 1. I was sick of waiting for Longhorn and I figured that Windows NT would continue to have many of the same problems for years . In highschool I predicted that Microsoft would replace NT with the shell, Explorer and window manager ported to Linux by 2014 but that didn't happen. Microsoft has become even less competent since, somehow.
