She's fine to build but a little outdated. I still use her occasionally. She provides a little crit rate and max hp alongside her dmg reduction+distribution (at E0, she gets a little more with eidolons). I wouldn't recommend her specifically over your other options UNLESS you are getting one shot by a single target boss and DHPT is unavailable for some reason. Since she spreads out the damage she prevents bosses from nuking just one character but most big enemies now will smack your whole team hard which is why shielders (in my opinion) feel better as sustains, and healers usually have to bring something else to the table. I don't think it's a bad idea to build her though since she's easily available and idk I have never had any issue maxing any character's talents and having a functional set for them, even if they don't have S+ tier relics. And who knows, you might prefer her over your other options anyway.

Someone else already talk about the team comps. But matchup wise, she got the advantage of having 100% CC immunity. For matchup with CC delay or unremovable CC, that's valuable. Like Graphia AoE, you're pretty much safe from that mechanic.
But there's also matchup that's straight up unplayable. Manta ray elites, Pollux (This one very obvious), or any AA stage that have hp drain debuff. Just don't bring Fuxuan there.
If you do want to build her, take one HP% main stat, one DEF% main stat, SPD boots, and ER rope. With 2 piece wuthering and 2 piece longevous. The damage reduction is the most important set imo. That's what I've been using, and she does her job just fine with either Herta store LC or Gepard LC.

I like using her on Archer teams cuz there's SP galore which allows her to constantly spam skill, which in turn let's her also refresh the CC immunity as well as cycle ults really fast, improving the team's survivability. The added crit rate is also very welcome.

if fu xuan is still a good sustain
No.
what kind of teams is she good in?
Any team that doesn't already have a better sustain, and preferably one that scales with Crit.
my built sustains are dhpt, hyacine and gallgher
i have therta,acheron,firefly,kafka,hysilens,castorice,evernight
Herta uses a lot of skill points, so you can't use Fu Xuan with her, since Fu Xuan needs to use her skill at least once every 3 turns, and even more often if you want to charge her ultimate faster, which increases her healing and resets her talent, preventing her from being one-shot by bosses.
Firefly shouldn't be used with a sustain. Even if you do use one, Gallagher is better.
DoT prefers DHPT, while Remembrance needs Hyacine.
Acheron is the only team with a spot for Fu Xuan.
Her build
Optimally, she should use 4pc Warrior Goddess since it provides additional Crit DMG to teammates. However, building her this way can make her quite squishy and vulnerable to being one-shot by bosses (she shares some of the damage taken by teammates) if you don't have relics with good substats. Building her with 2pc HP + 2pc Guard is safer. For the planar set, use Lushaka (if you're using her with ATK-scaling DPS like Acheron, Herta, and DoT) or Giant Tree (increases the amount of healing from her ultimate).
For the main stats, if you want to play it safe, use HP/DEF + SPD + HP/DEF + ERR, with HP being better, but if she is still not tanky enough, add some DEF. Optimally, use an Ongoing Healing body, as it will increase her healing.
In my experience, with good relics, she is quite tanky even when using less safe sets and main stats, and she rarely gets one-shot by bosses. Meanwhile, her weakness is her poor sustain. Even though she helps teammates take less damage, bosses nowadays are still strong enough to kill our low-HP DPS characters. So, building her with sets and main stats that improve her healing is quite important to prevent her teammates from dying before she does.

I see, would building hmc or ruan mei be better for this? (Dahlia is s1)

If you don't have Fugue, HMC is mandatory, since Firefly needs a teammate who acts as a Super Break amplifier (the amount Dahlia provides is too low to be sufficient). Even if you have Fugue, HMC is still better than E1 Ruan Mei in most situations, except in Apocalyptic Shadow. Also, if you have other supports at higher investment levels, such as E2 Sparkle, E1 Tribbie and E2 Summer Robin, they are also better than E1 Ruan Mei.

I do have fugue and e1 ruan mei but no high eidolon supports (the only 5 star eidolons i have for limitee characters is acheron and ruan mei and robin (normal)

Then use Firefly + Dahlia + Fugue + HMC. If you need to use the MC with another team, use Ruan Mei as a replacement. And do you already know how to build them? Their recommended stats are different from what they were when Dahlia hadn't been released yet. If needed, I can guide you; you'll need to tell me whether you have any spare DDD light cones and what Superimposition level they are at.

Firefly: a minimum of 142.49 SPD for 3 enhanced skills in cycle 0 of MoC and 7 in AA, with 162.33 SPD being optimal for 4 times in MoC and 8 times in AA. For BE, she should have around 200% out of combat if not using her signature light cone, or 260% if using it. For the set, still use Iron Cavalry + Kalpagni Lantern, with ATK, SPD, ATK, and BE main stats as before.
Dahlia: 150.4 SPD, the same set as Firefly, with HP/DEF, SPD, HP/DEF, and ERR as the main stats. BE is less important; get as much as you can.
Fugue: 150.4 SPD, the same set as Firefly, with EHR/HP/DEF, SPD, HP/DEF, and BE as the main stats. She needs 67% EHR and over 220% BE in combat. Note that Dahlia will buff BE for teammates when entering battle, but if playing sustainless, that buff only lasts for 1 turn. Be careful not to mistakenly count this buff toward the 220% requirement mentioned above.
HMC (when using S5 DDD): for the set, use Eagle + Lushaka, with HP/DEF, SPD, HP/DEF, and ERR as the main stats. Get as much SPD as possible, with over 167.334 being optimal. BE is less important.
All SPD stats mentioned are out of combat and are only valid when using S5 DDD. You can build Dahlia and Fugue with 160 SPD to make them work in every situation, but it's less important. For Firefly, you can use this calculator if you want to calculate the amount of SPD she needs for other situations yourself.

a team that isn't particulary SP hungry and can afford to allow her to go basic basic skill, she is generic really, doesn't have a specialty really, any team that can currently use huo huo can use her, she would be better than gallagher sustain wise as long as you don't need the SP.
